New Jersey Contractor Guilty of Stealing $450,000 | Construction ...

An owner of a New Jersey residential roofing and construction company pled guilty this week and may face serious prison time for stealing over $450,000 in unpaid workers? compensation premiums and state income tax.? Herlindo Garcia-Merlos was president of Orients Construction Company, Inc in Trenton, New Jersey until March 2009, when he began doing business as Melrose Construction, Inc.? Yesterday, he pled guilty to two counts of second-degree theft by deception for reporting false information to his companies? workers? compensation insurance carrier and to the state of New Jersey tax office regarding the wages he himself earned.? He also failed to file corporate tax returns for his companies over the five years covered by the investigation which led to his arrest.

A press release from the office of New Jersey Attorney General Jeffrey S. Chiesa quoted Acting Insurance Fraud Prosecutor Ronald Chillemi who said:

?This defendant was responsible for making sure that he had adequate and lawful workers? compensation coverage for his companies.? By providing misinformation to his workers? compensation carrier, he not only failed in this responsibility but also defrauded an insurance company out of hundreds of thousands of dollars.? The cost of such fraud is passed on to consumers through increased premiums.?

Under the plea agreement, the state will recommend that Garcia-Merlos be sentenced to eight years in state prison.? In addition, the state is seeking restitution on behalf of New Jersey Manufacturers Insurance Group in the amount of $315,680 and New Jersey Department of Treasury in the amount of $135,462.

Chillemi also said that some important cases have started with anonymous tips.? 'Call of Duty: Black Ops 2' on the Wii U: The good, the bad and the weird

Black Ops 2?will likely be one of the most purchased and played games of 2012, and it?s one of the games I was most keen on testing with the Wii U. Nintendo systems have never been home to this sort of hardcore game, and previous?Call of Duty?titles on Nintendo?s systems have been low-resolution shadows of the ?real? game the majority of the audience was playing. The Wii U version ofBlack Ops 2?changes things.

The game looks almost identical to the 360 version, with all the high definition bells and whistles.Black Ops 2?on the Wii U doesn?t feel like a hacked-down version of the game, made to play on a system on which it doesn?t belong. The Wii U version of the game also has a few tricks up its sleeve that can?t be replicated by any of the competing systems.

There are also some downsides to playing the game on the Wii U.

What?was given up

It?s hard to make any judgments about the Wii U?s relative power, or lack of power, from launch games. Nintendo has been tight-lipped when it comes to explaining what?s actually inside the Wii U, and we have no way of knowing how much time developers had to work with the system before launch. Long load times are common on new system launch titles, and they?re certainly on display on most launch Wii U games. The question isn?t whether these problems exist, it?s whether they can be fixed in future games, after developers learn their way around the architecture.

So where do you feel the first-gen-ness of?Black Ops 2? In the game?s frame rate. The frame rate takes a hit any time there are many things going on in one scene, and it?s something that?s actively distracting during play. It?s never a deal breaker, and the game is always playable, but the inconsistent performance is jarring after coming from the beauty of the PC version or the rock-solid frame rate of the 360 version.

So the question is whether these issues are the result of a truncated development cycle or weakness in the hardware itself. It will likely be a decent amount of time before we get an answer to the question. Considering Nintendo was working on the system?s online functions right up to launch it?s amazing that?Black Ops 2?includes multiplayer at all, much less the impressive suite of options on display in the Wii U version.

Fans of the series have likely already purchased?Black Ops 2?before the Wii U was released, however, and the amount of players online is shockingly low. As of this writing (which is admittedly 2 p.m. on a Tuesday) there are under 350 players on the servers.

The really good news is that most of them have been pretty easy to kill so far.

Using the gamepad

The inconsistent frame rate is the bad news, so what?s the good news? You can play the entirety of the game using the GamePad?s screen instead of your television, and the display is more than adequate to enjoy the game and its impressive graphics. I?m tempted to simply buy another power cable to place in my bedroom, because I often move the Wii U to my nightstand, without connecting the sensor bar or an HDMI cable, and play games in bed using only the GamePad and a set of headphones.

Enjoying a console-quality?Call of Duty?game while my wife watches?Suburgatory?on the television is pretty great. The weird downside? The rumble effect is?loud, especially if you?re playing the game while listening to the sound coming through the GamePad?s speakers.

That?s just a standard Wii U feature though.?Black Ops 2?takes it a bit further by allowing two players to play the same copy of the game. You can go online and have one player in the room using the television with the Wii U Pro controller, and the other player can play with their own screen by looking at the GamePad. It?s like a mini-LAN party with a single console and copy of the game, and it works very well. My friend and I spent around an hour playing the Zombies game mode cooperatively, each of us having our own screen, and talking our way through each situation.

There are a few graphical shortcuts here to get the Wii U to pump out two sessions of the game at the same time, but they?re minor. The frame rate holds up well for the most part, the lighting effects are less impressive than the single-screen version of the game, but that?s basically all the concessions made to allow the system to do this magic trick.

?This mode - indeed, split-screen in general - is not without its trades,??Eurogamer?s in-depth look at the game?s performance stated. ?Frame-rate definitely takes a hit (which varies according to the map and definitely muddies controller response), but resolution is maintained and the only noticeable visual downgrade comes from the removal of dynamic shadows. Even this isn?t quite as impactful as it sounds as shadows ?baked? into the environments are still there.? Considering this is a first-generation game, and?Black Ops 2?is the first game to offer this sort of multiplayer function on the Wii U, the game is very playable in this state. We can only hope co-op games played on the television and the GamePad increase in performance as developers learn how to optimize the Wii U, or even use the hardware as the target platform.

This isn?t split-screen, it?s something much better. Once both players get their own screen the game becomes much more enjoyable, and since both of you don?t have to stare at the television you can stretch out and relax. It?s an easy-going, very social way to play multiplayer games of?Black Ops 2, and teaming up with a buddy in the same room allows you to mop up other players in multiplayer pretty efficiently.

There are some oddities here, however. The GamePad can be made the game?s primary display when you first begin play, but the game won?t allow you to play with a friend using the TV with this option engaged. Unfortunately, I couldn?t find a way to switch?back?once I had enable GamePad play. It?s confusing, and if there?s a solution that doesn?t involve rebooting the game and not hitting the ?display? button on the controller, I?d love to hear it.

These UI and performance hiccups could very well be fixed in future releases, but as a first pass this is very solid take on?Black Ops 2. The multiplayer modes using both the TV and the GamePad are what make the Wii U special. I can invite a friend over to play, we both get to have our own screen that?s comfortable to use, and we can either play the competitive multiplayer or work together to take out some zombies. The graphical trade-off is minimal, and it feels like you?re enjoying a micro-LAN party. I can actually see myself going online to play this way with friends fairly regularly, despite the small amount of players online.

Should we be worried about the Wii U?

It depends on your expectations for the system. Nintendo doesn?t like talking about power in detail, but it looks like the system is just about as powerful as the 360. What?s clear is that developers have yet to be able match the performance of current generation systems at launch. That could be bad news for the future, or it could be that performance will improve with time. What?s clear is that the Wii U is not?more?powerful than current-generation systems, or at least that power hasn?t been easily tapped for the current stock of games out for the hardware.

Consoles offering split-screen multiplayer are nothing new, but the Wii U is able to put both versions of the game on different screens, and that?s a large selling point for social gamers or those who like to play with their friends in the same room. You give up some frame-rate, but the ability to use that extra screen with a buddy may be worth the trade-off.

CPP changes buffered impact of aging population ... - Financial Post

Canada?s changes to the national pension scheme in the 1990s helped buffer the country against demographic changes that are affecting a number of countries including Japan, Russia and Hong Kong, according to pension consultant Mercer.

?Unlike many countries around the world, Canada acted in the 1990s to help mitigate the future impact of an aging population on its national pension system,? said Scott Clausen, a partner in Mercer?s Canadian retirement business.

The percentage of Canada?s population that is of working age is projected decline to 65% from 69% over the next eight years. That is double the percentage point decline expected in the United States and the United Kingdom, according to Mercer.

Among the steps Canada took in the 1990s was to increase Canada Pension Plan contributions to an amount larger than needed to meet benefit payments at the time. The excess contributions are invested by the Canada Pension Plan Investment Board (CPPIB) and are expected to help mitigate contribution increases or benefit reductions that would otherwise have been required as the population aged, Mercer said.

Canada also took ?significant steps? to reduce its level of federal government debt and, earlier this year, made changes to its Old Age Security program so the start of benefits will ultimately kick in at age 67 rather than 65.

Some notable Canadians such as former Bank of Canada governor David Dodge and David Denison, the former chief executive of the CPPIB, have recently pointed to the successes of the Canada Pension Plan model to explain why expansion of the national scheme might be preferable to the federal government initiative to fill gaps in retirement planning with a pooled pension administered by the banks and insurers for Canadians who don?t have a workplace plan.

Ottawa moved ahead with legislation to create the Pooled Registered Pension Plan (PRPP) in June.

So far, only Quebec has announced its intention to introduce companion legislation to roll out the retirement savings vehicle.

?All provinces agreed to move forward with the PRPP framework at the December 2010 meeting of Finance ministers,? Ted Menzies, minister of state for finance, said in an emailed statement Thursday. Citing a Finance Canada study in 2009 that identified a gap in private savings, he said PRPPs ?are a low-cost savings option will help address that gap.?

A report released by the OECD in June?recognized the role of private pensions in addressing gaps in retirement systems in industrialized countries.

Roadmap to metabolic reprogramming for aging

ScienceDaily (Nov. 29, 2012) ? In efforts to understand what influences life span, cancer and aging, scientists are building road maps to navigate and learn about cells at the molecular level.

To survey previously uncharted territory, a team of researchers at UW-Madison has created an "atlas" that maps more than 1,500 unique landmarks within mitochondria that could provide clues to the metabolic connections between caloric restriction and aging.

The map, as well as the techniques used to create it, could lead to a better understanding of how cell metabolism is rewired in some cancers, age-related diseases and metabolic conditions such as diabetes.

"It's really a dynamic atlas for regulatory points in mitochondrial function -- there are many interesting avenues that other scientists can follow up on," says John Denu, University of Wisconsin-Madison professor of biomolecular chemistry and leader of the epigenetics theme at the Wisconsin Institute for Discovery (WID). "It could take years for researchers to understand what it all means, but at least now we have a list of the most important players."

In previous experiments, it's been shown that consuming less food increases the life span and health span in a range of organisms, from yeast and flies to mice and nonhuman primates. But pinpointing where and how caloric restriction affects cells at a molecular level remains the challenge.

So far, mitochondrial proteins, the molecules that command specific actions in the cell's powerhouse organelle, are at center stage of metabolic reprogramming.

Denu and colleagues conducted earlier research on the mitochondrial protein Sirt3, where they suggested a link between Sirt3 and the benefits of caloric restriction in situations such as the prevention of age-related hearing loss.

The new research, published in the Nov. 29 issue of the journal Molecular Cell, more broadly identifies pathways in mitochondria that could be behind the rewiring of metabolism. Their work uncovered regulatory processes that maintain mitochondrial health, control cells' ability to metabolize fat and amino acids, as well as stimulate antioxidant responses. This rewiring involves the addition or removal of two-carbon (acetylation) chemical groups within regulatory molecules called proteins.

In the study, scientists looked at liver tissue from groups of mice -- both with and without the ability to produce Sirt3. Some received a calorically restricted diet and some did not. After one year, they compared protein and acetylation changes among the groups of mice. They found Sirt3 was essential for many of the metabolic adaptations that occur during calorie restriction. These results suggest that therapies, including diet or drugs that enhance Sirt3 function, might provide novel interventions to fend off age-related illnesses.

Joshua Coon, professor of chemistry and biomolecular chemistry at UW-Madison and co-author of the paper, crafted a new technique to find these molecular sites. While the genome plays a key role in an organism's health, he points out that studying proteins -- the molecular machines that carry out an organism's original genetic instructions -- can be more accurate in revealing how a gene functions.

"We've taken dozens of primary tissues and profiled their protein content with depth to learn how they vary," Coon says. "With that information, we have direct knowledge at the molecular level of how an organism is dealing with adaption to diet, or potentially, a given disease state."

He says using mass spectrometry to look for acetylated proteins from tissue samples is a more fruitful approach to identifying relevant physiological changes. The study, he says, is one of the first of many that will create descriptive maps for other disease models.

To expand access to these enabling technologies across campus, Coon plans to launch the Wisconsin Center for Collaborative Proteomics in 2013. The center has received significant support from the UW and is pending further support via federal funding.

Safer spinach? Scientist's technique dramatically reduces E. coli numbers

ScienceDaily (Nov. 27, 2012) ? University of Illinois scientists have found a way to boost current industry capabilities when it comes to reducing the number of E. coli 0157:H7 cells that may live undetected on spinach leaves.

?By combining continuous ultrasound treatment with chlorine washing, we can reduce the total number of foodborne pathogenic bacteria by over 99.99 percent,? said Hao Feng, a U of I professor of food science and human nutrition.

According to Feng, the USDA is looking for proposed technologies that can achieve a 4 to 6 log reduction in pathogen cells (a 6 log reduction would achieve a million-fold reduction in pathogenic bacteria). The food processing industry can now achieve a 1 log or tenfold reduction. In comparison, the U of I technique yields a 4 log reduction.

?Combining technologies is the key to bridging the gap between our current capacity and what USDA would like to see. The use of ultrasound exposure during chlorine washing gives the industry a way to significantly enhance microbial safety,? he said.

Feng?s pilot-scale system uses three pairs of large-area ultrasonic transducer boxes to form a channel through which ultrasound is provided to spinach leaves that are undergoing a continuous-flow chlorine wash. Spatial uniformity of ultrasound distribution was confirmed by tests using metallic foil.

The scientist said that continuous flow and uniformity of the field are key elements in the success of the process.

?Previous work with ultrasound used a tank or a medical-style probe, which doesn?t provide consistent and even distribution,? he noted.

System design is important for another reason, he said. ?Placement of the produce as it makes its way through the channel turns out to be very important. We had to find ways to make sure that leaves received similar exposure to ultrasound, taking care to minimize the chance that one leaf would block a nearby leaf?s exposure to the sound waves.?

If even part of a leaf escaped the full ultrasonic treatment, it could contaminate the rest of the produce, he said.

Feng and his team have used the technique on iceberg and romaine lettuce as well as spinach with similar results.

MEDINA ? New construction in Medina County added $53 million to next year?s property tax rolls, according to the county auditor?s office.

Residential construction ? including new homes, additions and improvements ? completed between Jan. 2, 2011, and Dec. 31, 2011, resulted in a $63 million jump. But the residential increase was dampened by a $10 million decline in commercial and industrial values.

Overall property values in the county went up about 1 percent, county Auditor Mike Kovack said.

Kovack said the increase means some additional revenue for schools and local governments, but ?not a great deal more, though.?

The increase is another indication the housing market may be recovering after the collapse of the real estate bubble that triggered the Great Recession of 2008-09.

While the resulting decline in home values was much less in Ohio than Sun Belt states, such as Arizona, Nevada and Florida, it was still substantial. The average home value in Medina County dropped 7 percent last year as a result of the 2010 triennial update.
Kovack speculated that home values have stabilized because ?we?re starting to see increases.?

Appraisals occur every six years, with updates midway between. The next appraisal is scheduled for 2013.

The increase in residential construction wasn?t evenly distributed across the county, with townships leading the pack.

Montville Township saw the biggest leap in residential construction at $7 million, according to auditor?s records. Brunswick Hills, Sharon and Hinckley townships gained more than $6 million each.

Among the county?s three cities, Wadsworth saw the most new home construction ? about $6 million ? with Brunswick following at about $5.8 million.

The city of Medina recorded only about $500,000 in residential construction ? ?almost nothing,? Kovack said.

Kovack said there was $43 million worth of industrial and commercial construction. But that gain was more than offset by $53 million in reductions approved by the Medina County Board of Revision.

?The reason we saw the value drop is that during the 2010 reappraisal, the state did not allow us to reduce values,? Kovack said.

On a positive note, the auditor?s office pointed out that the recession actually slowed the county?s pace of agricultural land loss.

In 2011, about 1,400 acres were lost to residential, commercial and industrial expansion ? down from 1,600 or 1,700 in previous years, Kovack said.

LONDON (AP) -Rafa Benitez endured a hostile reception and gave the restless Chelsea fans nothing to cheer about as his first match in charge ended in a drab 0-0 draw with Manchester City on Sunday.

An insipid performance extended Chelsea's winless run to five matches with Benitez, four days after replacing Roberto Di Matteo, failing to engineer an immediate uplift in fortunes amid constant jeering.

"My experience in England is that when the fans are singing I don't understand what they say," said Benitez, whose last job here ended at Liverpool in 2010. "I can understand the rivalry in the past (between Chelsea and Liverpool), but I am sure the majority of fans will understand I am a professional and I just want to do my job."

The meeting of the champions of England (City) and Europe (Chelsea) failed to produce any real attacking moments of note.

Fernando Torres was restored to Chelsea's starting lineup but the misfiring striker, who was so prolific under Benitez at Liverpool, squandered his only meaningful chance in the second half.

"You could see he was trying hard - the team has to help Fernando create more chances to score goals," Benitez said.

Chelsea dropped to fourth below West Bromwich Albion, while City remains unbeaten but lost top spot to Manchester United, which leads by one point.

But it is was the intense venom directed by Chelsea fans at Benitez that provided the most memorable moments and revealed their verdict on the ninth managerial change of Roman Abramovich's nine years in charge.

Di Matteo lost his job after a loss to Juventus left Chelsea's hopes of progressing in the Champions League in jeopardy, although Mancini's City went out in the group stage for the second successive season on Wednesday.

And the Italian manager urged the Chelsea fans to give Benitez time.

"I don't think Rafa is a magician," Mancini said. "I don't think in two days he can change everything."

After chanting Di Matteo's name, Benitez's introduction before the match was greeted with persistent jeers from all around Stamford Bridge.

The on-pitch announcer had to plead with the fans to mute their dissent so that tribute could be paid to former manager Dave Sexton, who died on Saturday.

But after a minute's applause, the Chelsea fans turned on Benitez again with chants of, "We don't want you here," while "Rafa Out" banners appeared in the ground.

"How many people do you need to write a banner? One," said Benitez, who has a contract until the end of the season. "And maybe two to hold it."

Perhaps the only thing that can appease the home fans who are angry that their Champions League-winning manager was fired is that Benitez's "interim" position was highlighted in the match program and team sheet.

It took 20 minutes for the first scoring chance - and that fell to City - with David Silva heading over the bar, while Sergio Aguero went close at the end of the first half when he headed straight at goalkeeper Petr Cech.

"I think we are playing very well but are missing a goal," Mancini said. "We had a lot of chances, but were missing the last pass or shot. When you are near the box you should be very strong, if you are soft you cannot score. We dominated the first half, second half Chelsea did better."

As Chelsea imposed itself more after the break, Ramires fired over from 25 yards (meters) and David Luiz was off target with a header.

Torres was starved for service and cut an isolated figure up front, rarely looking like scoring his fifth league goal of the season.

His only opening came after Juan Mata and Eden Hazard combined to set up the Spain striker, who blasted over in the 61st.

"We didn't link with the players in the second line as much as I was expecting," Benitez said. "It's something I want to improve and then we will create more chances."

City goalkeeper Joe Hart only had one key save to make, palming a strike from Ashley Cole over the bar late on, although the home fans were annoyed that a corner wasn't awarded.

For close to the first time in the game, referee Chris Foy was the target of the Chelsea fans' anger rather than their own manager.

"He is here to try to change things to put us in a winning mode ... and he needs to get a chance to prove he's worth (it) to have a chance - we have a new start," Cech said. "Today was about starting from zero again and getting a positive result.

"You need some time when you change the manager to get a positive result, and the mood and 0-0 against the champions is not a bad result."

(AP) ? Sebastian Vettel found himself spinning around on the track just after the start, watching helplessly as other cars whizzed past him. His Formula One title hopes seemed to be drifting away with them.

It was only the start of Vettel's problems Sunday in what he called the toughest race of his career. But he overcame all of them and came away with the only prize that mattered ? his third straight championship title.

Vettel shook off a first-lap crash and other difficulties to finish sixth at the Brazilian Grand Prix, good enough to protect his lead over challenger Fernando Alonso and become F1's youngest three-time champion at age 25.

"Everything that could go wrong went wrong," he said.

Jenson Button of McLaren won the race at Interlagos, with Alonso second and Ferrari teammate Felipe Massa third. Seven-time world champion Michael Schumacher, F1's most successful driver, finished seventh in his final race after 19 seasons.

But they were all overshadowed by Vettel, who had to overcome a poor start, the early crash, a damaged car, a broken radio, a botched pit stop and pouring rain.

"Just look at the stuff that went wrong. It was for sure the toughest race," Vettel said. "We kept believing. It was never game over."

Vettel appeared in big trouble after he was bumped shortly after the start and spun. He dropped to last place before he could turn his car around and begin a difficult pursuit. But he steadily worked his way up the field despite a slightly damaged car and no radio communication.

"You are the man, you are a triple world champion," a team official told Vettel on the radio after he crossed the line, without being able to listen to the driver's response.

Vettel is the first driver with three titles in a row since Schumacher won five straight from 2000-04. The only other driver to win at least three consecutive championships was Juan Manuel Fangio from 1954-57.

"It's difficult to find the right words," Vettel said. "It's unbelievable. I'm still full of adrenaline. It was an incredible race."

Schumacher was the first to congratulate Vettel, having just bid his own farewell to the sport. Minutes before the race, he lapped the track with a flag with the words "Thank You." He used the radio to thank the mechanics and engineers he has worked with as well as his fans watching on TV.

The 43-year-old German is retiring for the second time after struggling in his return with Mercedes. He had ended his career after the 2006 season and managed only one podium finish after retuning in 2010, at the European GP in July.

Schumacher is leaving F1 with numbers unmatched by any other driver. He retires with the most wins (91), pole positions (68), fastest laps (77) and most podium finishes (155).

Vettel needed to finish fourth or better to clinch the title regardless of Alonso's result. The Spaniard would have a chance to overtake the German only by finishing on the podium. He looked to have the advantage after a superb start and a chaotic first lap, but in the end couldn't erase Vettel's 13-point lead in the standings.

Lewis Hamilton was leading in his final race with McLaren when Nico Hulkenberg crashed into him while trying to pass on a slippery track with 17 laps to go. Hamilton received a standing ovation from his McLaren team when returning to the garage.

"Mixed emotions, but I'm happy," he said.

While the race was filled with drama and potentially title-deciding swings, it had an anticlimactic finish behind the safety car after Paul Di Resta crashed just before the final lap. That meant Vettel could simply cruise safely toward the title.

It rained on and off throughout the race, making conditions difficult and forcing drivers to come in and out of the pits several times.

"It was more or less was what we wanted, mixed conditions," Alonso said. "But it was one of the most difficult races we ever drove. You feel you are with the wrong tire on every lap. It was a risk to crash and have an accident on every lap. Obviously you are not in control of what your rivals do. We were hoping for a little miracle."

And for a while, they had reason to believe in one.

Alonso moved from seventh to fifth after the first corner, while Vettel dropped from fourth to seventh. Vettel then was hit from behind by the Williams of Bruno Senna and spun at the end of the back straightaway, dropping to last place after sitting backward on the track with several cars having to go around him.

Moments later, Alonso passed Massa and Vettel's Red Bull teammate Mark Webber at the same time to move to third.

But the Spaniard lost a position after locking his front tire and briefly running off the track at the first corner. Vettel ? without significant damage to his car ? began making his way back to the front, easily passing the slower cars near the end of the pack. He was already sixth by lap 15.

Alonso briefly had the title in his hands again after more rain fell with 14 laps to go. Red Bull lost time while putting the wet tires on Vettel's car, dropping him to 11th place while Alonso moved into third. But after all cars pitted, Vettel was in sixth place, enough to keep the title. Alonso moved to second after passing Massa, but he needed Vettel to drop a few more spots.

Hamilton started from the pole and kept his spot for a few laps before being overtaken by teammate Button on the sixth lap, and Hulkenberg got past the British driver on Lap 18.

Hamilton, who will replace Schumacher at Mercedes next season, retook the lead with 22 laps to go, but was hit by Hulkenberg when the Force India driver came in too hard to make the pass.

Small Business Saturday is underway | WPRI.com

PROVIDENCE, R.I. (WPRI) -- Small Business Saturday is underway.

The third-annual event, held after the frenzy of Black Friday, aims to help support small local businesses by encouraging shopping there.

The US Small Business Administration reports that more than 100 million people nationwide shopped at independently-owned small business last year.

Here in Rhode Island, many of those business owners are thankful for the boost in sales.

"People really come out for Small business Saturday. We see a huge jump in business. It's really a great thing. You really get a sense that people want to support their local mom and pop businesses," said Asher Schofield, owner of the Frog and Toad on Providence's East Side.

Rebels seize army base in eastern Syria

BEIRUT (AP) ? Syrian rebels seized a key military base with artillery stockpiles in the country's east Thursday, strengthening their hold in an oil-rich strategic province bordering Iraq, activists said.

The rebels have been making advances in the Deir el-Zour province recently, and the capture of the base followed the seizure of a military airport in the same area last week.

In the country's north, meanwhile, the two sides have been locked in a deadly stalemate for months.

Syrian warplanes flattened a building next to a hospital in Aleppo late Wednesday, killing at least 15 people, including a doctor and three children, and damaging one of the last remaining sources of medical help for civilians in the northern city, activists said

Once a private clinic owned by a businessman loyal to President Bashar Assad, the Dar al-Shifa became a field hospital run by volunteer doctors, nurses and aides united by their opposition to the regime and the need to give medical care to both civilians and rebels.

The facility has taken at least six direct hits in recent months, mostly affecting the upper floors. The seven-story hospital is only 400-500 meters (yards) from the front line in a neighborhood that is heavily shelled every day.

The warplanes turned the building adjacent to the hospital into a pile of rubble and sprayed shrapnel and debris into Dar al-Shifa itself, activists said.

Rami Abdul-Rahman, chief of the Observatory, said at least 11 fighters were killed in the raid, in addition to a doctor, a young girl and two children who were on the street.

Another activist group, the Local Coordination Committees, confirmed the bombing and identified the doctor as Mohammad Qassem Agha. The group said 40 people died in airstrikes in Aleppo on Wednesday, but did not say how many died in the hospital strike.

Videos posted online by activists showed the flattened building and significant destruction in front of the hospital. Residents and rebels, along with a doctor in green scrubs are seen picking through the rubble and overturned gurneys outside the hospital entrance.

In one video, a man calls for survivors under the rubble while another is heard crying for help underneath a huge slab of concrete.

Syria's conflict erupted in March 2011 with an uprising against Assad's regime, inspired by other Arab Spring revolts. The crisis has since morphed into a civil war, with scores of rebel groups across the country fighting government troops. More than 40,000 people have been killed in the 20 months of unrest, according to activists.

Activist groups and a local fighter told The Associated Press the Mayadeen base fell in the morning hours, after a three-week siege. The fighter spoke on condition of anonymity because of security concerns.

The base was considered the last stronghold for regime forces in the eastern province, according to the Syrian Observatory for Human Rights.

In Damascus, two mortar shells struck the upscale neighborhood of Mazzeh during the morning rush hour Thursday, injuring at least one person, Syrian state TV said.

The report blamed "terrorists" for the attack, a term the government uses for opposition fighters.

The neighborhood is home to a number of foreign embassies and has been targeted several times in the past few days. On Tuesday, two mortars struck the Information Ministry building, causing material damage.

An AP reporter at the scene of the Damascus blasts said one of the shells burned a six-floor apartment in a residential building, seriously injuring one woman. The second mortar struck and damaged the first floor in a building across the street.

Nizar Hamdi, a 38-year-old owner of a computer center, said the timing of the blast coincided with the time students head to school.

"This is a residential area and there are no military bases here. So why are they targeting civilians?" he said.

Syrian TV showed a girl wearing the school uniform who said the mortar fell as she was preparing herself to go to school.

"It was terrifying, I couldn't go to school. People were screaming," she said.

The Syrian capital ? the seat of Assad's power ? has seen scores of attacks in the past months and a growing number of car bombs and mortar attacks by rebels determining to oust him.

The civil war has often spilled over to Turkey, Lebanon and Jordan. Tens of thousands of Syrian refugees have fled to the three neighboring countries to escape the violence in their homeland, raising fears of a wider war in the volatile region.

Tensions have been particularly high along Syria's border with Turkey, prompting the Turkish government to request the deployment of NATO's Patriot surface-to-air missiles to bolster its defenses.

Fighting broke out Thursday in the city of Ras al-Ayn on the Syrian side of the border, but it was between Kurdish and Arab rebel factions, according to an official at the mayor's office in the nearby Turkish town of Ceylanpinar. The official spoke on condition of anonymity in line with government rules.

The groups cooperated to oust Syrian regime forces from the ethnically mixed area earlier this month, but they have frequently clashed since then over control of the city.

The Britain-based Observatory, which relies on reports from the ground, has confirmed the infighting in northeastern Syria, an ethnically mix area along the border with Turkey.
